When it comes to social aspect, yes. It is considered degenerate. Many conservative people see it as faggotry or a sign of some subculture with progressive views. Also, it certainly doesn't add you any manliness, so if you're a stick or a fat NEET, you will look even more beta.
It's also pretty out of fashion now, as you can see. Short sides is the way to go today for 99% of cuts. The rest is fashionista types, usually.
Now if you somehow use older fashion, or are a metalhead, maybe it is a bit more acceptable. It is also accepted on really buff guys who will look manly even in a dress. Lastly, some facial types are more appropriate for long hair.
But I'd say, don't go against the flow. Just get a short haircut, you're killing 2 birds with one stone: trendy and conservative. See picrel
