It appears to be a store clerk (him) and a drunk, drugged up guy (the mentally ill seeming character). The drug addict slurs his speech when saying the numbers for a telephone call, and the store clerk is unable to get it right until he is able to enunciate clearly. Then, the drug addict calls up his friend, and something goes very wrong for him, so he gets into a tantrum. That's probably what goes on, to my best understanding so far.
