The water shit is true. Water bills here are attached to the address, not the person who was using water when the bill was racked up. When people lose their homes, people tear out pipes for copper and so water runs unchecked for months and months before the city finally cuts it off, causing a 3k+ water bill to attach to the house and it must be paid by whoever buys it in order to restore water.
The vultures tearing entire houses apart to steal water heaters, furnaces, sinks, cupboards, etc., combined with the water bill can quickly take a house up to needing as much money dumped into it as you mentioned.
I got my house for 6000$. It is structurally great and all of the most important parts were here and fine. I just had to replace shit like the water heater, needed new wiring and such, new sinks and cabinets. Total was like 10K to have a comfy house. I intentionally chose a house surrounded by empty lots where houses were demolished. The county sells them to the person who lives next door for 100$ per lot. They'd rather someone take care of them than have to pay for the cost of mowing and the liability and such. Now I own the entire corner of my city block (5 lots in a row starting from a corner) and it cost me $6200. Of course that means I have to deal with riff raff, but thats why I have dogs, cctv cams, and a home defense firearm.
tl;dr: if you arent afraid of minorities/holding your own among them and wanna live like a king in a castle, OP has a great idea.
