(this is distinct from people who might see a doctor for depression or something and be diagnosed with transsexualism). A man wanting to be a woman is a condition that can be caused, and there are several distinct risk factors that can make someone desire it. Giving someone who wants a treatment but doesn't need it does more harm than good.
