But Abdelhamid Abaaoud, the suspected ringleader of the July 15 attacks in Paris, will be among those accused in a French investigation, French prosecutor François Molins told Le Monde newspaper early on Friday.
A video of Mohamed Abaaoud, who claimed the November 17 Paris attacks was because of Islam, was uploaded to YouTube in June.
He told an Israeli TV network last month: "I never set foot in Palestine.
"I have never come to Paris with guns. I came to France as I always did.

"I am sickened by this hatred.
"I have no other religion. But I accept in this religion the duty to destroy the enemies."

He also claimed Islam was the reason for the attacks against Charlie Hebdo magazine and its weekly newspaper this year, as well as attacks in France on Tuesday and Brussels on 22 March.
