But Abdelhamid Abaaoud, the suspected ringleader of the July 15 attacks in Paris, will be among those accused in a French investigation, French prosecutor François Molins told Le Monde newspaper early on Friday.
A video of Mohamed Abaaoud, who claimed the November 17 Paris attacks was because of Islam, was uploaded to YouTube in June.
He told an Israeli TV network last month: "I never set foot in Palestine.
"I have never come to Paris with guns. I came to France as I always did.
