To make it brutally simple, they are less honest than we are, or at least have different concepts of morality than we do.
As a result, we come off to them as extremely naive and saint-like. For example, the owner of my company put out an ad for English teachers that promised a lot of stuff he couldn't give. When the foreign staff got upset that he lied about salary, hours, etc, I told him he needs to stop posting that ad and let me write one that the whites wouldn't see as a scam. He replied, and I quote, "they aren't stupid." He didn't understand that the teachers took the ad at face value and expected exactly what was promised to them.
Another reason is that most whites in Asia are tourists or dumbass ESL teachers who only intend to stay a year or so, which in my book is the same as a tourist. These people didn't come to Asia to be understood and treated with respect-- They came to waste money and have a good time. So they knowingly or unknowingly allow themselves to be ripped off by people who are willing to show them a good time in exchange for some foreign currency. For example, there is a taxi station across the street from my house, and they constantly yell HELLO HELLO TAXI at me as I go out or come home. They know I live across the street from them, speak their language, and am familiar with the local streets, but this is how they're accustomed to dealing with white people. Throw some English words out to get our attention, then put up with the difficulty of communicating with us in exchange for us turning a blind eye when they want some extra money for the trip.
