Or maybe what 4chan uses to check is just plain outdated, 194.193.*.* is a residential range that you can get assigned in Australia but if I post with it on here it says I'm from the UK, so I don't even need a proxy to shitpost as a bong.
I doubt there's a conspiracy going on, Israelis wouldn't even need VPNs because they have like 100 residential ranges to go through anyway with consumer plans.
