1. Socialism in Europe is only partially political term. Socialism in Europe (in particularly in the Nordics) means government supported people's rights. Various governments actually come up and support a social structure which goes along with constitutions.

Socialism in USA is 200% a political term. Hands down.
In USA there are in fact plenty of ways to deal with for example healthcare without having an insurance. There are a literal metric fuckton of private foundations you can ask for a help.
Establishing a non-profit public foundation in USA is a way to evade taxes.
Never use a word "socialism" though.
