Most of other cities and towns do, because they didn’t even start “reemerging” from USSR collapse. Most people do not give a shit, neither does the government, or particularly officials appointed in those regions. If we include corruption, lack of jobs ( and people willing to take those jobs), immigrants, horrible currency, and generally pessimistic view on life in the country, you can kind of understand why many cities are underdeveloped. Oh, don’t forget the weather conditions and architects with bad taste as well. Those exist, too.
