Saigon fucking sucks to be honest. The foreigners there are unironically what I namefag as, and usually dislike me for wanting to be more than that. I have heard of other white people who can speak Vietnamese, but never met one. That city is the number one destination in Asia for huge pussies: the most faux-Westernized, "developed" location in a poor country, so you can move there after failing in your home country, and sort of live the same lifestyle but with your paycheck going a lot farther.
The wealthier parts of Saigon are mostly geared towards getting foreign tourists and expats to spend their delicious foreign currency, and are full of gold diggers, overpriced restaurants, and pushy cab drivers. The poorer, more "authentic" parts are just ugly and dirty, like a bad part of LA.
