We have found specific gene locations and variations associated with intelligence within races, and found that blacks tend to have less of them than whites or asians. We also have surveys of *western* population geneticists, a majority of whom say that the black-white IQ gap is >50% genetically caused. And of course it must be said about environment that most if not all relevant environmental factors are in the hands of your parents. So, for example, it may be the case that blacks are inclined at a biological level to not read to their children or not seek out the best possible nutrition as compared to others.
Of course, whatever the cause, it is indisputable that blacks do score a standard deviation lower than whites on intelligence tests, and it should therefore not be expected that they achieve the same income, same life outcomes, on average. There is also biological differences in hormone levels, especially testosterone, which is related to their increased aggression.
