the Habsburg hope of the universal monarchy was not out of place at all before 1789, much less 1848. Indeed a supra-national confederation of German states primarily but also including non-German states would have essentially been a greater resurrection of the Holy Roman Empire in its glory days. That Imperial power, before the Guelf insurrection, was perhaps the greatest hope of the West to build a truly Traditional civilization.
Of course all legitimate hopes of this had been destroyed by the 1848 dual monarchy compromise, which introduced nationalist concessions into the very nature of the Habsburg monarchy itself. This awoke the nationalism of all constituent peoples in the dual monarchy, sowing the seeds of its inevitable dissolution.
Indeed, before WWI, the situation had grown so bad that nationalist German parties were reacting against the sense of the monarchy attempting to change the ethnic character of the Austrian crown into some Czecho-Germanic mixture, which would have been impossible if the monarchy had never made concessions to nationalists.
