I would use that billion dollars to almost mechanize much of the farming, there is no reason why the labor much be grueling. We just need bright, white minds to be able to manage the crops.
Maybe admission would be upon passing an IQ test. I don't know the specifics. But I do know that I would
1) use the money to make more money
2) use that money to establish and continue to provide for a private white ethno-"state"
3) have that white ethno-state eventually be able to provide a good or service to the outside world to generate even more money
4) use that money to expand that ethno-state
