Venus can be terraformed with our current tech (only thing it needs is a large sunshade to cool the atmosphere by shading the sun). The true problem is getting the sunshades into space and into position between Venus and the sun.

How can we realistically lower costs to orbit for “dumb cargo”, i.e. things like solar shades which can endure high q loads and due to mass manufacturing can actually tolerate a high launch failure rate.

Mass “dumb rocket” launches “manufactured like sausages”? Electromagnetic high q-load mass driver? Airship to orbit?

We are talking about a structure that weighs 100 to 200 million metric tons. Currently we can only put into space a few thousand tons a year, so we are a factor of 10,000 off based on cost and capabilities.
