Whole point of the structure is that it is an "elevator". Capable of moving cargo/load from point A to Point B between sea level and LEO.
Once the cargo is on LEO you can begin to do what you will with it.
The key pro here is that energy output needed to transport cargo and men to space will be completely cut down to mere fraction of our currently commercially or publicly available means.
Space elevator according to birch's model is completely doable today, right now.
This isn't even accounting for the fucking x5 efficient solar energy (with panels we have now, never mind what will come later) in space we can transport down to earth.
Cost is apparently going to be less then 1 tn $ and it is projected we can make it happen within one decade at the most conservative estimates accounting for various obstacles.
100bn$ a year, not even all of it from public sector tax money. Our energy problems will be thing of the past, and even a partial space elevator orbital ring will effectively grant monopoly into massive expansion of space operations and untold amount of possibilities you have once you have figured out how to cost effectively put cargo and men into low earth orbit.
