Because everyone is told so to not learn the language, cuz of difficulty there aren't much people from outside avaiable to them. Just like the tales I hear so often from Japanese classes in universities. On the first day it's full of shounen shitter ironic weebs and on the next day there are maybe 1/10 still there after recognizing they are doing a complete Hiragana and Katakana exam at the end of the first week.
Anyway I heard you can nowadays already become a Japanese citizen in less than five years, sometimes even in one if you want heh
