So your link works I can watch the video. It's not anything malicious (as in this isn't a russian phishing website) but the video is pretty fucked and very low quality. I can't for the life of me after listening to it a few times find the woman doing the torture ever speaking.
If you can give me the times in the video I might be able to isolate just the audio so I can clean it up a bit to give an answer but man this is some autistic shit.

I don't know about the laws in the U.S. but afaik the posession of imagery of child abuse is highly illegal. By watching it, the files are stored in cache, but the LEA usually ignores it. Saving it on your HD? That's a different story
