There are "daches" ie rest houses, but there's no infrastructure there really outside of a small simple shop and meh roads if you get lucky.
Then there are "big" cities, and smaller cities.
There's SPB/Moscow that has higher quality of life, and ekatirinburg, outside of that its still 1920 everywhere else.
Because of communism, most people never had any kind of personal wealth or skill ouside of assigned job. When communism crashed in 1991, you just had a ton of people with no wealth/assets of any kind, just whatever apartment was assigned to them and maybe a car if they were a higher worker.
All the money/assets people had were only to the wealthy upper communist gov people, who transformed into the oligarcs and seized industries/bought up houses and shit since they were literally the only ones with money.
So starting up a business here was outside of most peoples ability since literally no one had money.
In the past 20 years some smaller companies have been popping up, thanks in part to the internet, but still the majority of upper scale business are owned by the ex commie leaders. or mafia gang members who stole shit in the bloody 90s.
Further problem with people working online freelance is majority of russians dont know english, and getting money transfered into the country is a huge pain in the dick and has its own problems (like in russia, if you open a corporate paypal account, due to sanctions you can't transfer money from another bussiness into another business account). So if you workj freelance and are a solo propriter, you can't get paid via paypal by companies "legally", you have to use your personal paypal account which runs the risk of getting blocked if you make too much or they think you're using it for commercial purpose.
