Realistically, this means that two relatively successful fathers will be the one arranging things between themselves, since rich fathers won't hang out or marry their children off to poor fathers. Let's assume that wealth is at least somewhat correlated with intelligence. Therefore, the offspring will inherit both the intelligence and the wealth of their parents. Both these factors make it more likely that they will survive compared to the children of poorer parents. Hence creating an intelligent population - but at the expense of a) height and b) dick size. Now consider: what are the main traits which women select for given sexual freedom?
Now, consider a situation where instead men and women are free to select their own spouses. As in nature, this largely means that the female will be choosing any and all males that meet her selection criteria. Wealth will play a factor, but so will physical attractiveness. A big guy with a big dick is going to appeal more than a short guy with brains and a lot of money. This leads to those traits being selected for.
Where did civilization arise first? In Asia and the Middle East. Europe did not see the same level of civilization until the Romans conquered the Celts (who, as contemporary accounts attest, practiced a promiscuous mating strategy where women chose their husbands). Meanwhile, Africa was largely tribal or pre-iron age up until the 19th century at the earliest.
This is a gross simplification, of course. Neanderthal DNA is present in Eurasian populations and absent in African. Climate could play a role, but doesn't explain the Asian/European discrepancy. Or it could just be random chance mutation.
