When Greeks became "Romans", the state has grown to such a magnitute, state as in both the power governing authorities and the size of the state, that the Greeks transformed from a Gemeinschaft society to a Gesselschaft society. During the time of city-states, individual Greek men felt a personal duty to defend their state i.e. community, no matter their profession. In Gesselschaft Byzantium, professional armies were more relied on, while the working lower class was only used as a manpower provider and source of massive government income.
tldr Gemeinschaft worked better for Greeks than Gesselschaft, as it works for every Caucasoid ethnicity.
