Situation (a).
You're country goes to war, you need to utilise your young, healthy males to fight and fix your problem whilst at the same time get women and children out of the warzone as real war-fleeing refugees.
Situation (b).
You're at war, but you're actually the aggressor and attacker. You have no need to export women and children as they're not really at risk. As you are not really at war you need to create your attacking armies. All of which will be young, fighting-age males.
Here is the average boat of "refugees" on their way to Europe.
Take a good long look. Please tell me, does the content of said boat more closely portray situation (a) or situation (b)?
