After it became a issue in the late 80's, Japan founded a fund for them and Japanese PM sent apology letters to them. Japan said Japan's reparations for Koreans was already completed at 1965 Japan-Korea treaty so Korea flipped a table. Japan and Korea made a new deal in 2015 so Japan made a new apology and payed money to found a Korean committee run by Koreans for Korean war victims but the Korean president got arrested so it didn't mean anything.
