Milk isn't going to do shit unless you're severely malnurished or something but at 18 if you're lucky your growth plates may still be open for a couple more years at most, HGH is what stimulates growth in long bones but it only works as until the plates close. You can either try to lobby your doctor hard to get your hands on some of that or start exercising which helps stimulate the natural release of HGH, cardio like running or more high impact stuff like jumping jacks is most effective becuase it places stress on the body parts that do the growing, stretching is good too.
Trying both couldn't hurt if you're really desperate to be taller since there is no guarantee that you will get the hormones from your doctor in time even if you are successful.
