Last time I checked typical rates are 1k2 on HF or on VHF or even 9k6.
There is a 300 baud mode but it can go faster than that.

Other Idea:
as there are 40 channels on CB radio there could be some broadcast channels that transmit important info over and over again as voice or RTTY and images as SSTV.
