That's not that simple. The actual governement signed armistice with Germany after the military situation got worse quickly. France could have keep fighting. Some officials wanted peace, others wanted to continue the war (and they could have, since they had still the south of France and the colonies). Maréchal Pétain signed peace with Hitler and thus France surrendered.
However, Général de Gaulle considered the surrender illegal and that France should keep fighting. So there was Maréchal Pétain who became the ruler of Vichy France and on the other side, De Gaulle went in exile and asked French soldiers to keep fighting (which some did, mostly in the colonies of Africa). Vichy France under Pétain dictatorship became Germany puppet state basically as French territories were occupied by German military. De Gaulle considered himself to represent the legal exiled governement and considered that Vichy France was illegal so basically that it wasn't France but a fake country. So they were 2 France at the time, calling each other other fake or illegal. De Gaulle, in exile with his government, indeed tried to involve the US in the conflict, just like the UK tried to do, in order to defeat Germany, which is what happened. De Gaulle also made radio calls to keep fighting with the French army in North Africa but also the Frence resistance who did guerilla warfare inside occupied French territories.
