I don't know how socially active you are, but the more highly social you are, the more opportunities you get.
People you know can introduce to girls, you develop experience with flirting, get comfortable around the opposite sex etc. Just socialize a lot.

If you like a girl be sure to show her this. Don't wait or beat around the bush. If you like her just say straight up "hey you're really great wanna get a coffee" or whatever. Doesn't really matter what you say, to an extent it doesn't matter how you say. It just matters that if you like a girl you make a move.
Really it just boils down:
