If he's the Ladder of the two then make him a private body guard for your home or someone who manages a back yard garden and pickles and cans food for you in the coming winters.
That way he only has to work one job, pay less on rent and taxes, and have a roof over his head.
I'm sure he'd be perfectly happy living in a large closet or a corner of your home with a folding Japanese walls/Byōbu for some privacy because that's an improvement from being on the streets.
