To me, there are three main points to Exhibitionism 2D recreation:
1: The thrill/tension associated with the risk of being caught/seen by someone unexpected.
2: The pleasure derived from embarrassment.
3: The pleasure derived from effect (mainly shock) operated on witnesses.
One could argue the self-destructive aspect is also important but that's a deeper point that has more to do with Exhibitionism IRL, though it's also done rarely in recreation media.
Now, points 1 and 3 are mutually exclusive while point 2 is common to most exhibitionism situations and goes with both point 1 and 3. Embarrassment is KEY to exhibitionism. Without it, the girl is a nudist, not an exhibitionist.
In conclusion, I declare that Exhibitionism counts as ENF.
