The first thing I look at in a picture is the art style. There are certain artists who I absolutely love and will pretty much automatically download anything by them (e.g. Misaki Kurehito, Kannatsuki Noboru, Happoubi Jin, Yabuki Kentarou and many more). If I don't like the art style I probably won't like the picture, with a few exceptions.
Second thing I look at is the scenario in the picture. Who or what is in it, what's happening, etc. I'm not a fan of drawings with unrealistic settings (like falling from the sky or walking around in public in underwear or anything ridiculous). I am a fan of simple settings - lying on a beach, lying on a bed, taking a bath, at the pool, etc.
Third thing I look at is the facial expression/s. In general, the facial expressions I like most are ones where the subject/s are either extremely happy or ones where the subject/s have a seductive/naughty look about them, and sometimes embarrassed or sad/shy facial expressions are OK too, depending on the content of the picture. Not a fan of relatively expressionless/emotionless faces. I also like tongues sticking out.
And then poses... I'm a fan of pictures where the subject/s are making a pose that accentuates something about them (doesn't matter what, really, just something that they're particularly confident or shy about). For example, covering breasts, extending leg/s, bending over so that their ass sticks out or you can see down their shirt...
