This is... not sure. They accidentally fire off some form of mind control device in Miki's school that causes everyone (except for her / her sister / her boyfriend) think that it's normal for women to be naked. The fun part is that it apparently only affected people in the school, not those outside of the building.
(This is also how the plotline went down in the remake of the original Miki Harassment he did -- no more "it's normal to be topless," they were all nudists instead.)
