Pic related sfw example (wazakita) shows that you have loli type characters with hips and ass. A normal child is usually not developed like this before they hit puberty. Or at least anybody I know. The real question is, "is how young are they?" I didn't mean to get off topic, just wanted to clarify. Some artists do it better than others for sure.
