If you are already naked, when they catch you then they bind your arms, legs or take a (magic?) photo, forcing you to hobble back to base. (This way the player is both rewarded with nudity but punished with cumbersome gameplay, win-win?)
As for quests, something like a blacksmith wants you to try the armor he crafted, so you must defeat x enemies wearing it. Only, the armor is shit and it breaks with few hits, but because it´s a magical contract, you can´t wear anything else until you complete the quest and kill x monsters.
Also, if you are going to implement some kind of photo system, you should put a place where the PC can see the photos they taken of her. Like a notice board or something. The photos don’t need to be actual pics of the player, (could be a still model or artwork) but the more you are photographed, the more photos appear in the board and more people crowd around it.
