The bra excuse though I don't see why the flat ones wouldn't pick up using anything the dress code would normally let them wear under a uniform like a sports bra or camisole if they weren't wearing bras. What could work is any small item with straps, ties, loops, etc could be used to tie someone's hands behind their back. After this happens to enough girls with convenient underwear/hair accessories/shoulder bags for this sort of trick everyone then decides to shed similar stuff too before the perps get either creative or forceful. As a bonus during this part some limber girls practice doing everything with their feet, and now still get tied from time to time if they're not careful about putting their hands behind their back.
