Taking time to enjoy her embarrassment from the situation she's in and her fear of being seen. Or in the scenario of an exhibitionist, watching her push her luck for the sake of the thrill until she takes it too far and ultimately gets caught. All the close calls along the way, feel like little teases, building up the tension until the inevitable happens.
But I can see why that would be difficult to translate into a video game, where you need to pose a challenge with a payoff. Whenever I play games like that, I can't help but feel tempted to steer the poor girl into getting caught, just to see what happens, which unfortunately, is usually just rape. I usually don't feel compelled to progress, knowing I can only do so by having her not get caught. I don't know how it would be implemented, but I feel like progressing further in the game should somehow reward the player with increasingly embarrassing outcomes for the protagonist. For example, the protagonist getting caught topless and running away, VS protagonist-chan gets caught naked and guy takes pictures before he agrees to let her go, VS getting caught naked in the hallway as class lets out. Perhaps you need to progress to a specific point and fail in a specific way to unlock these scenes. Perhaps making the challenge the exploring and trial-and-error to discover these scenes.
I dunno, my two cents. But I definitely think being caught should be a payoff.
