So she probably couldn't help but squeal after getting a sudden cold sensation down there, and the way I look at it she has two, maybe three options:
a) Frantically put the bikini back on without clearing the ice cream. She is now wearing a hastily tied bikini bottom which is visibly overflowing with ice cream, which is also still cold.
b) Try to wipe the globs of ice cream off with her hand, during which she is not really covering herself, and then put the bikini back on. There's still a sticky coating of liquid ice cream left behind which is spread a bit beyond what the bikini covers.
c) Continue covering herself with the cold ice cream, still holding it by the cone with one hand as she grabs the bikini bottom and tries to run to safety. This may take some time as she is in the middle of a wide public beach and perhaps far from any public bathroom or enclosed shower (though maybe there's an open shower nearby which is normally used for rinsing off sand and seawater).
This isn't like a prompt or anything, I just like brainstorming (or maybe you could call it fantasizing).
