Maybe a troublemaker guy or a group of guys realize it's just underwear and intentionally splash her to make it transparent. She tells them off but stays in the lifeguard chair. They decide to get out and start running along the pool so she instinctively blows her whistle and she immediately stands up and walks up to them to scold them - no running in the pool - before realizing she's giving them a full view of her body, but she can't cover up without drawing attention or without ceding ground to them. But she can see by their reaction that they can see everything, but she can't give in to the embarrassment, if she covers and crouches down they won't respect her or the pool's rules, so she has to put up a strong face (at least that's what goes through her mind).
Idk why but there's something about the mental tug-of-war between modesty and performing her job duties that gets me.
