When you use "masked only" it focused on that part, when you sue "whole picture" only changes the inpainted part but it takes into account the composition of the whole image, so when inpainting faces, to change expresions for example, I believe whole is better because it makes the face taking into consideration the whole picture, so it looks more natural, if you use only masked, it trends to be more of a wild card.
