They generally mean they want me to expand upon the embarrassment factor with further humiliation or some extra torturous situation.

That's not relatable to me, I don't WANT that to be relatable to me. Lighthearted pranks, teasing, accidental exposure, ect. are much more palatable.
The allure of ENF, like any fetish I think, stems from the taboo nature of nudity or exposure. The only reason to have a shameful reaction to being seen nude is if the society you are in views the body as something that should be kept private. So when something accidentally causes parts of the body to be revealed that are supposed to be covered, it's exciting.
The best ENF, to me at least, is when the observants of the embarrassing situation are blameless or not at fault for the situation occurring. It's like when you're listening to music on shuffle and one of your favorite songs comes on. Sure, you could've looked it up and played the song yourself, but there is just something better about it happening when you weren't expecting it.
