From what I can tell, the setting of this one is that it's being broadcast live. At the end of stages, you see Momoko doing poses, either looking cool in her Wonderful form, or cute in some sort of outfit.
About halfway through the game, Momoko gets captured by a tentacle trap thing, and she's stripped bare. You then play a stage as some dude who's going in to rescue her, pic related.
The guy producing the broadcast notices that the lewd content gave them an all time high viewership, so now between stages, Momoko's shyly wearing some heart pasties, and eventually gets completely naked.
Other than that, in the very last stage, she gets ambushed and loses her powered up form. Although a set of clothes falls down ontop of her, you can actually move out of the way and force her to run though most of the stage naked, and of course, embarrassed.
Unfortunately, it doesn't seem you get anything special for beating the stage naked, and after beating a mini-boss, you get forced into picking up a set of clothes.
So technically, all the lewd CG's COULD be considered ENF, with the context of her being practically forced into doing it, but also, she's really only a little shy about it.
