Happy Salvage for PlayStation is okay-ish but it's not what I'd call "good" so much as passable if you don't mind an RPG/Date Sim hybrid. There's games with underwater sections like Keio Flying Squadron 2 on Saturn where the character dons a diving mask. Then some MMORPGs might have diving masks or helmets as equipment, like Black Desert or games where you can accessorize characters might have a dive mask or fins like IdolM@ster. Often look around the Indie Scene and retro scene in case something catches my eye.
Also not anime, but Beyond Blue and Subnautica feature futuristic diving gear. ABZU had a brief mod scene but none of the characters kept the character's eccentric diving equipment. Don't get me wrong, wetsuits are fine, I just like to think them as an "either/or" aspect of scuba stuff since there's material of girls just donning swimsuits with a Seawalker helmet or snorkel and sometimes that's enough to go on.
