Its about a Student Council President announcing a new mandate policy that forbids all female students from wearing underwear in School. It's was by Konno Azure the same Mangaka who created Koe de Oshigoto and Nobunaga-sensei no Osanzuma with the latter having ended recently because the Anime flopped hard in Japan.
