Ranker is this site where a topic is posted and then users vote up or down to push characters they think they should be higher/lower on the list. This is a great starting point honestly, and I will soon be scrolling through different ranker topics when I need a little extra inspiration or just to remind myself of characters/series I'm forgetting. There's a couple of problems with it though. One, I can't find a ranker topic which is "Which character in fiction has the largest breasts" In reality it wouldn't answer my question, nor would it live up to my standards as most of the girls people vote for aren't the correct answer but rather just popular or iconic. Type in video game/anime characters with big boobs and open the ranker topics and you'll see what I mean.
Anime planet is actually a fairly comprehensive list of anime characters. You can filter characters by tags including "huge boobs". Again this has the same problem as ranker where it's not the biggest breasts but rather any that have that tag that come up, but more importantly "huge boobs" is used pretty liberally on that site. It's ridiculous to put Mikuru from Haruhi in the same category as Tsunade, Ragiku, or Boa.
Finally tv tropes which almost, almost had this topic as a trope. In fact there's a thread open right now when you type in "buxom, tv tropes". It still wouldn't be perfect, but it comes the closest. However, the trope still doesn't exist and the last discussion post was from 10 years ago. There are other very similar topics on tv tropes, but none of them come as close to that one.
As for your nomination, that's a lot of meat. I've never played any of these games or watched the series. She looks great, but a quick skim through the wiki and I see that there are a LOT of games in this series as well as a couple of tv shows so I'm very nervous to lock her in as number 1.
