Well, it's more than that- they also ban pictures of characters who are underaged in their series, but they are drawn as adults. So, you take Misty, age her up till she looks 25 or so and draw that naked- well, again, it gets removed.
But if you draw a cherub in bondage, as in a little baby tied up in a sexual pose, that's A-Ok. Go ahead, search for cherubs on deviantart and see what you find.
