Minotaurs are amazon-sized and as a result their giant heights give the false impression that their breasts are proportionally smaller on their bodies than they actually are. I believe what's going on here is actually an issue of perspective.
I think what's happening is that Cathyl is much bigger in size than Ruto, and when she's completely full of milk her proportionally smaller busts is still volumetrically superior. Look at this image here

We've seen a lot of unintentional inconsistency on the bust ranking, but this is case is intentional inconsistency. I think I'm satisfied with Cathyl winning although I'm still left wanting a more definitive answer. If no one objects with the logic that Cathyl is simply much taller (30cm I believe) and has a bigger frame than Ruto, which causes her volumetrically larger boobs to appear smaller then I'll take her down as the winner of Musume.
Let me say this though, I really hope the anime gets some sort of continuation so that these two can appear and we can settle this matter with absolute confidence. Once that happens please let me know so that we can say for sure either way.
