Freezing has the "strongest" doses of fan-service in terms of duration intensity as to HotD. Anime shows like Agent Aika have more total fan-service events, but they are not of the same scale or luridness as in Freezing.
Freezing has some really sucky opponent logic too. In order to have more fan-service, the enemy doesn't directly fight but converts a bunch of human females into panty-powered opponents for the West Genetics pandora panty-flashers to fight. Thus, both sides get to wiggle their butt cheeks and help sell scale dress-up models and clothing merchandise for the otaku to buy up.
