The question of who to ask will be a big thing because of quality issues, though. If you want it to look like legitimate manga and not some half assed approximation then you're list of candidates shrinks by several orders of magnitude.
Look, this thread isn't going anywhere with everyone just giving their hopes or criticisms of the idea itself. Why not just tell us a few ideas of the actual story you want to pitch and then we'll talk about that? If we know what kind of story you're talking about then at minimum we can identify certain artists who would fit the theme if not actually help flesh out the idea itself.
