In my opinion, unless it was the result of an animation error, any version of a character should count, even if it's something as silly as a piece of trading card art which I have noticed often portray characters way bigger than they are win their gamesIt's a tricky question for sure, but at least in the case of Final Fantasy, Tifa was incredibly busty in just one cutscene of FF7, and none of her appearances since then have even come close. And she's a character with 20 years of history. Meanwhile, Aranea is this busty throughout her entire game. Even though Ara's a lot newer of a character, her bust size is consistently massive.
It's just the way I see it, but I'd be more comfortable declaring Aranea to be larger than Tifa than the inverse. I love Tifa, but her largest portrayal by far is in a 5 second cutscene that was made 21 years ago. In every other depiction, she's beaten out by Aranea.
