So my vote goes to sticking with the school setting. I think just making sure the parameter of the school is accessible is enough to satisfy the neighborhood type setting. Maybe have some hedges that you can hide in/behind.
Plus if you can go outside, the 1st floor windows will give you more options to work with, while making the higher floors riskier because exiting via the windows is no longer an option.
Maybe some windows are a little messed up and only just barely open enough for her torso to get through, but then she gets her hips stuck and you need to wiggle out, even if it is a little cliche.
