What has changed is the normalization of trans people. It's pushed and largely displayed in a positive light in the media and entertainment, heck some parents diagnose their 3 year old as trans, psychologists have started diagnosing it much more when they have no idea what they're talking about, and kids have access to the internet which exposes them to these idea and people trying to groom them.
In some cases it's just a phase kids jump into for attention like being emo/goth was and they come out cisgender a few years after high school. That sort of thing never happened before it was normalized.
So while public nudity isn't common/accepted, it seems like E part of ENF is dying down to some degree as women have become more open to exposing themselves with the rise of things like OnlyFans. Hard to imagine a woman that's used to being naked on the internet would be embarrassed by her nudity. I think we'd have to see women return to being conservative/religious for that to change.
