Give her a Psyduck. Either it sits around uselessly, rubbing its head, or it unleashes terrible psychic powers that make life miserable for everyone. Both are funny. Her opponent could have a mischievous Ghost-type or a Scyther that's been trained to cut clothes off with precision. Fire's a little too quick and easy, I think. You want to be able to draw it out for her. Grass Pokemon might be good. They have Razor Leaf and Vine Whip is versatile.
Episode ideas:
Our heroine challenges her rival to a battle, not realizing how badly she's outclassed, and winds up running back to a Pokemon centre in the nude in front of amused spectators.
After a humiliating defeat at the hands of the local gym leader our heroine decides to get revenge by joining up with Team Rocket and stealing the leader's favourite Pokemon, but Officer Jenny and Growlithe soon teach her that crime doesn't pay.
Our heroine and her rival have to work together to escape a sinking cruise ship and the attentions of a perverted Tentacruel who's learnt that his acid can melt clothes. She keeps trying to get the drop on her rival, only to see her plans backfire and end up in the water herself.
I could probably do a hundred of these. I'e spent too much of my life thinking about how to work ENF into Pokemon.
